| September 11, 2009 All Advertisement Materials Must be Submitted for Company Approval Welcome to the upcoming 2010 MA/PDP enrollment season. To keep you informed of the Centers for Medicare & Medicaid Services (CMS) and Universal American rules and requirements, we will periodically distribute a Compliance News advisory. When necessary, we will also provide guidance pertaining to traditional insurance in these bulletins as well. Please review these advisories carefully and retain them for reference throughout the 2010 selling season. For your convenience, compliance updates will also be available on AgentLink. Advertising Guidelines Before distributing any advertising, all consumer and trade ads must be submitted to the Company for Compliance review and approval, and for submission to the appropriate Federal or State regulator (if required). Ads may not be used or distributed in any manner until they are approved -- in writing -- by the Company. This procedure applies to agents contracted by any of the Universal American family of companies, and is required for all Medicare Advantage / Medicare Prescription Drug plans, as well as traditional products, including life insurance. All advertisements should be submitted prior to use to Independent Agency Sales for review. Please check AgentLink for pre-designed and approved Medicare Advantage and Prescription Drug plan ads. For assistance with other advertisements, contact your sales office. We are aware that CMS does not require approval for certain materials, such as materials that are generic in nature and do not discuss content-specific plan benefits, cost-sharing or include the plan names. However, Universal American requires the submission of all materials, including generic ads, prior to use. Such materials may not be used unless and until they are approved by the Company.
