October 6, 2009 Medicare Advantage Non-Renewing Plan SEP Enrollments IMPORTANT ENROLLMENT CLARIFICATION
In accordance with CMS guidance, the Special Election Period for non-renewed Medicare Advantage members will officially open on November 2, 2009. CMS has made it very clear to program sponsors that under no circumstances may agents contact members prior to November 2 regarding this SEP/non-renewal opportunity. This includes telephone calls and unsolicited outbound communications, or direct mail. SEP enrollments may NOT be accepted or submitted to Universal American until November 2, 2009. If a client provides the non-renewal letter prior to November 2, the agent may assist in the completion of the Enrollment application, but must provide instructions to the client to mail the app on November 2. SEP non-renewal prospects may be enrolled in Universal American plans for January 1, 2010. To avoid issues related to deductibles and co-payments, agents are advised not to change the member's coverage for the last month of 2009 even though these individuals have the right to make such a change. Instead, enroll these clients in plans from the Universal American family of companies with an effective date of January 1, 2010. This will result in fewer changes and less confusion for the member.
