That's because CMS requires us to make at least three documented attempts to contact the applicant by telephone within 15 calendar days of receiving the enrollment request. This is the Verification and Education call, and it means the clock starts ticking the minute a Part D enrollment form is in YOUR hands. If you choose paper enrollment, waiting will only impede our ability to comply with the CMS-mandated 15-day time limit, and it reduces the amount of time we have to ensure accuracy and get plan ID cards to members prior to January 1, 2010.
